You may access the User Manager by clicking on the three persons icon in the top left corner. Sub-accounts can be made here and utilized for email, FTP, and web disk services.

Please take note that from the User Manager page you cannot create new cPanel accounts. To add new accounts, you'll need to use WHM. WHM documentation
